She Feels So Down How Can I Help Her?

My friend is in a very difficult position at the moment and i was wondering how i can help her. She is with a short term foster family and is soon going to go to a care home, as if this wasn't enough her Dad and both her brothers are in jail Her mum is not allowed to see her more than 4 hours a week and social services are lying to her father about what her mother has been doing! She doesn't eat very much and cries every night because she is not with her family ,she has ended up in hospital twice already due to malnutrition and if constantly in a bad mood. As her best friend I feel awful when I see her like this and even worse when she takes her anger out on me" I feel useless and I don't think there is anything I can do about it is there?
